HARRISBURG — Attorney General Dave Sunday announced that a Mifflin County man pleaded guilty to possession of child sexual abuse material (CSAM) — the conviction being a third-strike offense that will result in a sentence of life without the possibility of parole.
Zachary P. Keiser, 36, of McVeytown, pleaded guilty Tuesday to a felony count of possessing child sexual abuse material, resulting from an investigation by the Office of Attorney General’s Child Predator Section. In accordance with a plea agreement, the sentence is life in prison without parole.
Keiser was previously convicted of sexually assaulting children in 2009 and 2013, and served prison terms for both sets of crimes. He was a registered sex offender and was deemed a sexually violent predator, in 2019, by a sentencing judge.
He will be formally sentenced on Oct. 22.
“The third-strike sentencing structure is in place in Pennsylvania to protect communities from repeat offenders like Zachary Keiser,” Attorney General Sunday said. “Prior convictions and registration requirements have not changed the behavior of this proven child predator, so society — children specifically — must be protected.”
Office of Attorney General agents received a tip last year and tracked child sexual abuse material to Keiser. A search warrant was served at Keiser’s home in September 2025.
The case is being prosecuted by Senior Deputy Attorney General Janie Swinehart.
